Is there any way to make the text or font size
on this Web site larger or smaller?

Control Key and adjust the scroll wheel;
OR
Use the Menu Bar: In Internet Explorer

The sides of the page are cut-off when I print
pages from this Web site. Is there a way to print the whole page?
If your margins are set to 1" or greater at the top, bottom, right and
left of the page, the text on the left side of the screen may be cut
off when printing. To print the full page of text, select the File tab
on the menu bar of your browser and choose Page Setup. Change the left
and right margin values to 0.3". This should enable full printing of
the text on the screen.
Many documents on this Web site are available in PDF and HTML format. We suggest using the PDF version of documents when possible to ensure proper pagination. If you continue to experience difficulties printing, please consult your browser's Help menu.
